Dr. James T. Reese, Ph.D., is an internationally known author, lecturer and consultant in the specialty areas of stress management, ethics-based leadership, personality profiling and motivation. Dr. Reese is a Board Certified Expert in Traumatic Stress and is a Fellow of the American Academy of Experts in Traumatic Stress. He has addressed the National Executive Institute for more than two decades, and has been faculty of the International Critical Incident Stress Foundation, the Institute for the Advanced Study of Crisis and Disaster Management and the prestigious FBI Academy. Dr. Reese has addressed thousands of firefighters, law enforcement, athletes, and corporate entities. Dr. Reese has addressed representatives of more than 350 Fortune 500 Companies; from rank-and-file employees to CEOs. An original FBI criminal profiler (Silence of the Lambs), he retired as Assistant Unit Chief of the FBI Behavioral Science Unit. For 15 years he has been President and CEO of James T. Reese and Associates, with headquarters in Williamsburg, Virginia.

Lee E. Moore Sr.
Mr. Moore has over 40 years of executive management experience in both the public and private sectors. For 10 years he has worked for the State of Oregon as Director of the Real Properties and Construction Division, and the Purchasing and Civil Rights Division. He also served for in senior managerial roles at Tektronix and Precision Castparts Corporations over a 14 year period. He later returned to Oregon State Government and served in executive positions at the Oregon Liquor Control Commission and as the Deputy Director and Assistant Director of Support Services for the Oregon Lottery. He has served on numerous commissions as well as supported them at both the Lottery and Liquor Commissions. Currently he is the Chairman of the Portland Housing Authority. Mr. Moore holds several degrees in management and organizational communication. Most recently he graduated from Marylhurst University.

Dean Phillips has been an attorney since 1975 representing governmental agencies and non-profits on general counsel issues, including governance. His practice is concentrated on real estate, construction and public works projects. Much of his practice requires providing legal advice to and working with elected and appointed government officials on boards, commissions and other public bodies. He has worked with a number of governmental entities and special districts including the Port of Portland, TriMet, Lake Oswego School District, Clean Water Services, Washington County and Clackamas River Water. Most recently, he was Of Counsel with the firm of Davis Wright Tremaine LLP for approximately 10 years and is now a sole practitioner.

Richard B. Gasaway’s emergency services career started in 1979 and he has worked for six emergency services organizations in West Virginia, Ohio, and Minnesota. Chief Gasaway holds bachelors, masters, and doctoral degrees in finance, economics, business administration and leadership. Dr. Gasaway has authored more than 80 journal articles, books and book chapters on leadership topics and he has presented more than 500 fire, rescue, EMS and safety oriented programs in 38 states, Canada, and England. Dr. Gasaway is the recipient of the British Fire Journal/W.L. Gore 2008 Research Excellence Award. He is the host of The Leader’s Toolbox on Firehouse.com – a monthly podcast radio program that addresses leadership challenges in emergency services. Chief Revere’s 32-year fire service career includes over 17 years as a chief and fire officer; Fire Chief of Mountain View & Monterey Park, Training Officer with Carlsbad Fire Department; Executive Education John F. Kennedy School of Government Harvard University, BA from University of Redlands in Management, Certificate in Fire Protection Administration from San Diego State University, Chief Fire Officer designation by the Commission on Professional Creditiation, Executive Fire Officer graduate thru the National Fire Academy and a California State Fire Marshal Certified Fire Chief. Chief Revere is a former President of the California Fire Chief’s Association, Santa Clara County Fire Chief’s Association, and Los Angeles County Area C Fire Chief’s Association. Jeffrey Johnson
Jeff Johnson, Fire Chief and Chief Executive Officer of Tualatin Valley Fire and Rescue (TVF&R), joined the fire district in 1989 from a fire service career in Douglas County, Oregon. Chief Johnson served as Division Chief and Assistant Chief at TVF&R prior to becoming Fire Chief in 1995.
During his administration, TVF&R has been one of only two departments nationwide to have twice been honored with the International Association of Fire Chiefs’ (IAFC) top Fire Service Award for Excellence The District has also become an accredited agency, and added two cities and three fire districts to the service area. The District serves a resident population of approximately 420,000 in nine cities and portions of three counties, the District is a combination agency with over 400 career firefighters and support staff, and approximately 100 volunteers.
Chief Johnson holds a Bachelor of Science Degree in Business, and Associate Degrees in Fire Science and Criminal Justice Administration. As a graduate of the National Fire Academy’s highest program, he received the Executive Fire Officer certificate and Chief Fire Officer Designation from the Commission on Fire Accreditation International.
Currently, Chief Johnson is President of the International Association of Fire Chiefs. As President, he is committed to bringing his experience and vision to the national level to ensure the continued success of all fire chiefs.
Chief Johnson is also Past President of the Western Division of the International Fire Chiefs Association, Chair of Oregon’s State Interoperability Executive Council, and Chair of Oregon’s Meritorious Service Committee. He is the Past President of the Oregon Fire Chiefs Association (OFCA), Past Chair of the Governor’s Fire Service Policy Council, and a member of the International Fire Service Training Association’s Development and Validation Committee and a member of the IAFC’s Communication Committee.
Chief Johnson has co-authored two books: Cooperative Service through Consolidations, Mergers and Contracts... Making the Pieces Fit and Recruiting, Training, and Maintaining Volunteer Firefighters. Additionally, he sits on the Board of Advisors for two private corporations.
When not at home with his family, he enjoys the outdoors, riding motorcycles, or traveling the country to speak on quality customer service and the application of private sector business principles in government.

Bob Elliot
Bob Elliott started his military career at 17 when he enlisted in the Oregon Army National Guard during his senior year of high School in 1970. Bob has commanded both a company and a battalion. COL Elliott retired from the Oregon Army National Guard AGR program in September 1999. COL Elliott worked as an Assistant Professor of Military Science at the University of Oregon ROTC Battalion until being recalled to Active Duty again with the Oregon Army National Guard in February 2003. COL Elliott was assigned as the Deputy USPFO for Oregon and retired again December 2004. From January 2004 to January 2006 COL Elliott held the full time position as the Executive Director of the Oregon ESGR Committee. On 22 January 2006 COL Elliott volunteered for Active Duty out of the USAR Individual Ready Reserve to serve as Commander 207th Regional Assistance Command Group (RCAG-West) for the 41st IBCT Oregon Army National Guard stationed in Herat, Afghanistan to accomplish the mission of mentoring to the Afghanistan National Army and Police. Bob retired for the last time 10 Jul 2007 and returned to the USAR IRR.
Awards and decorations include: the Legion of Merit, the Bronze Star, the Meritorious Service Medal, the Afghan Campaign medal, the NATO service medal, the Army Commendation Medal, the Oregon Distinguished Service Award, the Engineer Regiment deFluery Medal as well as numerous service medals including the Combat Infantry Badge.
He is a graduate of Eastern Oregon University, the Engineer Officer Advance Course, the Infantry Officer Advance Course and the Army Command and General Staff Officer's Course.
